Wal-Mart announced plans Wednesday to enter the District for the first time, laying out an aggressive strategy to open four stores and hire 1,200 people in the city by 2012.

The blueprint is part of a national effort by the chain to expand beyond rural and suburban areas, where its low prices and massive stores transformed the retail landscape, into urban markets. Although Wal-Mart already operates stores in Northern Virginia and suburban Maryland, it has never had a store in the District.
The four stores would be built in D.C. neighborhoods where retail options are relatively scarce: on the site of a former car dealership on Georgia Avenue NW; at New York Avenue and Bladensburg Road NE; as part of a new mixed-use development on New Jersey Avenue NW; and at East Capitol and 58th streets SE.
As it has when it entered other cities, Wal-Mart's announcement is already is drawing the ire of labor leaders who complain that the company pays substandard wages and provides inadequate benefits. But with an unemployment rate above the national average and many neighborhoods lacking the basic goods and groceries that Wal-Mart says it will offer, several city officials and neighborhood leaders said they would consider supporting the plans.
Wal-Mart said it expects to create 400 construction jobs, generate in excess of $10 million in tax revenue for the District and expand its charitable activities here, focusing particularly on job training and efforts to combat hunger.
"D.C. residents want more convenient access to quality jobs and affordable groceries," said Henry Jordan, senior vice president of Wal-Mart U.S. "We want to be part of the solution and look forward to building even more support for what our brand can deliver."

The Bentonville, Ark.-based company has fared better than many retailers during the economic downturn by emphasizing its low prices. But much of its growth has come from expanding operations overseas. Wal-Mart has been looking for opportunities to grow in the United States, whether it be moving into urban areas or experimenting with stores that rely on far smaller footprints than the traditional one-story, big-box format that dominates so many communities.
In June, for instance, the nation's largest retailer agreed to a deal with the Chicago City Council that gives the company the green light to open its second store in that city by 2012 and two dozen or more stores there in coming years.
Its four D.C. stores will vary from 80,000 to 120,000 square feet, a typical size for the chain. The company is also considering additional stores for the District, including a new pilot format of fewer than 30,000 square feet, according to spokesman Steven Restivo.
"We're continuing to evaluate opportunities across the District, and those opportunities are small, medium and large sites," he said.
The company is also trying to improve its image as an employer. In 2007, Wal-Mart named the Washington area one of 10 "jobs and opportunity zones" across the country, promising to help local suppliers and even teach mom-and-pop shops how to compete with it.
At its stores in Washington area suburbs, Wal-Mart pays an average of $12.49 an hour. Although Restivo would not say what wages would be at its District stores, he said the rates would be above that of most union jobs offered by competing grocers and that most jobs would be full-time positions.

Why does the U.S. need China?

Why does the U.S. need China?

By Li Daokui, Special to CNN
November 10, 2010 -- Updated 1738 GMT (0138 HKT)

STORY HIGHLIGHTS
  • Li writes that the United States and the West have not lost their dominance in the world
  • He says domestic forces, not exchange rate appreciation, drive growth
  • Li says the dispute over the RMB exchange rate is counterproductive
  • Li: A large increase in exchange rates will export inflation to U.S. consumers
Editor's note: Li Daokui is director of the Center for China in the World Economy at Tsinghua University in Beijing and also adviser to the China's Central Bank.
Beijing, China (CNN) -- The United States needs China for two simple reasons: China can make a difference in the world after the financial crisis, and more importantly China's fundamental interests are aligned with the United States.
It is obvious that China can make a difference in the world today and tomorrow. China is the world's leading exporter of manufactured goods. A sudden appreciation of its currency would inevitably export inflation to the rest of the world, which is not welcome by American families struggling to find jobs. China holds the world's largest currency reserves, enough to buy up the share prices in New York or sell down the yield curve of the T-bond.
Halfway into industrialization, China has become one of the largest emitters of global warming gas -- understandable, as it has followed the growth path of the West. Whether China can creatively find a new approach to modernization holds the key to the success of mitigating global warming. Last but not least, developing countries, including those in Africa, are watching carefully what China is doing. If China can be successful in achieving a balanced, sustainable and green growth, many other emerging economies will follow.
Does this mean that the United States and the West have lost their dominance in the world? Not at all! The West still enjoys the highest living standard and best educational achievement, still possesses the world's most important and relevant technologies, be it military or green, and still maintains by far the most formidable military power. Perhaps, most important to me as an economist, the West was not only the builder but also the most skillful mover and shaker in today's international institutions. The United Nations, the International Monetary Fund, the World Bank, and the G-20 were all initiated in the West. The most skillful professionals working in China are from the West or trained in the West. The most useful working language is English.
UK prime minister visits China
Currency conflict with China
China a currency manipulator?
The most important point the United States and the West need to understand: In today's post-crisis world, China's fundamental interests are aligned with the West. It is in China's fundamental interest to contribute to the world's economic rebalancing and to continued peace and prosperity.
China's policy makers understand the need to reduce its trade surplus in order to reduce its exposure to international economic volatility. They realize that their household income needs to increase faster in order to boost domestic income and to bring real benefits of economic growth to its population. They also understand that China's growth of energy consumption must come down, relying more upon green energy and recycled materials. This awareness and commitment can be found in black and white in various official policy papers including the recent Guide to the next Five Year Development Program.
In fact, progress has been made in China in rebalancing growth. This year alone, trade surplus is likely to be below four percent of GDP, coming down from nine percent before the finance crisis and five percent last year. Imports are growing much faster than exports. Household consumption is outpacing GDP by five percent.
How have these been achieved? Exchange rate appreciation is not the most important factor. The driving factors are domestic forces. Wage rates of the exporting sector have increased by 20 percent this year. Taxes were cut for some consumption goods. Importing inland regions are encouraged to grow much faster than exporting coastal areas. Structural changes are much more fundamental than nominal appreciation.
The continued dispute on the RMB exchange rate may well be the saddest tragedy of economic policy making in the post-crisis world
--Economist Li Daokui
The exchange rate dispute is the most counterproductive debate in the world. Appreciation does not work like a magic wand. In the Chinese case, against the background five percent general cost increase and 20 percent exporting sector wage increases, anything beyond a gradual appreciation will directly translate into a price hike to the American or European buyers, since in the short run, the option of switching from Chinese producers to others is not available, and the Chinese firms have to mark up their export prices in order to survive.
The end outcome of such a rapid appreciation is continued trade surplus with inflation in the West, which in turn brings in more expectation of nominal appreciation, causing capital flowing from the United States into China for arbitrage, offsetting the impact of Quantitative Easing (QE2) in the U.S. economy. Moreover, this scenario provides juice to conspiracy theories that renminbi (RMB) appreciation and the QE2 are just contrivances to undermine the Chinese and developing countries' modernization process.
The continued dispute on the RMB exchange rate may well be the saddest tragedy of economic policy making in the post-crisis world, since both the Chinese and U.S. sides share the same fundamental interest of rebalancing trade and growth but in the end ruin each other's endeavors. It is like the captains of two giant ships spending precious time arguing about the best techniques to steer the course and causing the ships to eventually collide.
In a larger context, the G-20 is perhaps the only tangible reward to the world in the wake of the financial crisis. Let us hope the leaders will not waste the precious good will and political capital on senseless issues like the exchange rate. Rather, they need to work on something much more relevant and effective to mitigate global imbalances, to reinvigorate growth and to avoid future crises.

The Company will conduct an initial public offering (initial public offering / IPO) as much as 3.1 billion new shares, or about 20 percent of the issued and fully paid company, bernominal Rp500-Rp800 price range of 1150 per share.
Does the steel company shares will be hunted investors than other steel companies to do business, the first recorded (listing) in BEI as PT Jaya Pari Steel Tbk (JPRS) and PT Gunawan Dianjaya Tbk (GDST)? Here, reviews stock analysts and practitioners who could be considered.

"If Jaya Pari and Gunawan was a middle-class steel producer, also a lot of raw materials and import of Krakatau Steel," he told VIVAnews in Jakarta.
He also admitted that the current state-owned shares priced with a range of Rp800 per share-1150 remains promising. Because, in addition to government-owned, reportedly the world's steel giant, Mittal will absorb Ancelor Krakatau IPO shares.
"Indeed, the ideal or fair price of Krakatoa is 1,000 per share. Unfortunately, we can not predict whether this is expensive because the PER (price to earnings ratio) does not exist," says Denise.
Deni said, today, Jaya Pari Steel stocks are in the price of Rp520, with PER 4.3 times and price to book value (PBV) 0.7 times. While Gunawan Rp143, with PER 5.3 times and 1.7 times PBV.
The Director of Danareksa Securities Marciano Herman, acting as underwriters of the share issuance Krakatau Steel said that the price level of earnings for Krakatau Steel IPO reaches 9.75 times and 14 times the price of Rp800 to Rp1.150 price. As for PER steel industry for 2011 to 10.2 times.
Marciano said, in comparing the PER is it can not compare the same company. "In this world nothing is the same as Krakatau Steel," he said. In fact, in comparing with POSCO partner company, he claimed not to be a balanced comparison.
"When compared with the same sector players in the BEI, with Jaya Pari and Gunawan Dianjaya, the two companies are also not comparable to aple aple," said Marciano.
Capital market practitioners, Arief Budisatria also agree, stake in Krakatau Steel could not be compared apple to apple with the shares already listed on the BEI as JPRS and GDST is different because of the size and production. "But, if the sector does, can be seen which is more promising," he said.
He admitted, Krakatau Steel to foreign and local investors hunted during floor in the secondary market. Therefore, the production company well above its competitors, namely Jaya Pari Steel and Gunawan Dianjaya. "But better, state-owned steel stock is priced with PBV from 1 to 1.5 times," said Arief.

Google Inc. agreed to invest in a transmission network project that will be able to harvest electricity from wind farms off the Mid-Atlantic coast and power 1.9 million homes across Virginia, New York and New Jersey.
This Story
Google will buy a 37.5 percent stake in the development stage of the Atlantic Wind Connection project, Rick Needham, director of green business operations at the Mountain View, California-based Internet company, said on Google's blog. The project will cost about $5 billion and Google's initial investment will likely be about $200 million, the New York Times reported, citing project leader Trans-Elect Development Co.
The network and Google's involvement will help spur the wind energy industry in the U.S., which has lagged behind China in installing turbines, said Charlie Hodges, a wind industry analyst at Bloomberg New Energy Finance in London. Wind-power investment may reach $202 billion within two decades, according to estimates at industry group Global Wind Energy Council.

"The North American wind industry hasn't had any players involved with the motivation and financial heft to really move this market forward," Hodges said. "Google could play that role."
Google and Good Energies, an investor in renewable-energy projects, agreed to each buy 37.5 percent of the equity portion of the project, with their stakes likely to fall after they bring in more investors, according to the New York Times. Japan's Marubeni Corp. will own a 10 percent stake, according to the report.
The transmission network will span 350 miles and will be able to connect to 6,000 megawatts of power from wind turbines, according to the statement.
The group will set up a company to conduct a feasibility study by 2013 and plans to start the first phase in 2016, Marubeni spokesman Yo Nomura said, declining to comment on the cost of the project.

Obama signs $42 billion bill aimed to help small businesses

Obama signs small business bill
STORY HIGHLIGHTS
  • NEW: Obama touts bill as a job-creator at signing
  • The Treasury Department will run a $30 billion fund to help deliver capital to small banks
  • The goal is for community banks to make credit more available to small businesses
  • The bill also provides tax credits to small businesses
Washington (CNN) -- President Barack Obama signed into law a $42 billion bill to aid small businesses Monday, saying it would create jobs by providing tax credits and helping banks increase loans.
"It's going to cut taxes. It's going to make more loans available for small businesses. It's a great victory for America's entrepreneurs," Obama said to applause at the White House signing ceremony.
While the bill's major provisions had backing from both parties, it took months of legislative wrangling to work it out.
The Senate approved it on a 61-38 vote last week, with two Republicans breaking a GOP filibuster to join the 59 Democrats in supporting the measure. The House then voted 237-187 on mostly partisan lines to send the bill to Obama's desk.
Obama noted the political battle in his remarks Monday, saying the relief provided by the measure was "needlessly delayed" by Republican senators until last week.
"At this difficult time in our country, it's essential that we keep up the fight for every job, for every new business, for every opportunity to strengthen this economy," Obama said.
Republicans eager to deny Democrats any advantage ahead of the November congressional elections have criticized the measure.
"Unfortunately, this bill does nothing to help end the uncertainty that is crippling job creation and hurting small businesses," House Minority Leader John Boehner, R-Ohio, said last week. "Instead it puts taxpayers on the hook for even more bailouts."
After the signing ceremony, Democratic governors and House members lauded Obama for getting the measure passed.
"I assure you we would not have this bill without this president," said Rep. Al Green, D-Texas, adding that the measure would help small businesses expand and help entrepreneurs launch new businesses. "Most minority businesses are small businesses," Green said.
The Financial Services Roundtable, a group of the nation's largest financial institutions, had supported the bill.
"Small businesses are the linchpin of our nation's economic growth and well-being," Steve Bartlett, the group's president, said last week.
The Small Business Jobs Act authorizes the creation of a $30 billion fund run by the Treasury Department that would deliver ultra-cheap capital to banks with less than $10 billion in assets.
The idea is that community banks do the lion's share of lending to small businesses, and pumping capital into them will get money in the hands of main-street businesses.
Another provision aims to increase the flow of capital by providing $1.5 billion in grants to state lending programs that in turn support loans to small businesses. The state programs have proven themselves to be efficient, targeted and effective, but with many states struggling to balance their budgets, the programs are going broke.
The bill would also provide a slew of tax breaks that will cost $12 billion over a decade, according to a preliminary estimate from the Joint Committee on Taxation.
The breaks aim to encourage small businesses to purchase new equipment, to incentivize venture capital firms to invest in small businesses, and to motivate entrepreneurs to start their own business.

Japan's export growth slows

Japan's annual export growth slowed for a sixth consecutive month. -- PHOTO: REUTERS

TOKYO - JAPAN'S export growth slowed for the sixth consecutive month in August, as a strong yen and cooling global demand rattled an already fragile recovery.
The value of exports climbed 15.8 per cent from a year earlier to 5.22 trillion yen (S$81.8 billion), according to the Ministry of Finance.
It was the slowest month of export growth this year. Exports expanded more than 23 per cent in July and 28 per cent in June.
The deceleration poses a major risk for Japan, which has depended on the rest of the world to make up for lackluster demand at home.
The country has turned to high-growth countries in Asia, particularly China, to drive the economy.
But that expansion is under threat as countries unwind stimulus measures that had underpinned global demand. Japanese exporters such as Toyota Motor Corp. and Sony Corp. also face the onslaught of a strong yen, which hit fresh 15-year highs against the US dollar this month, and led the government to intervene in currency markets for the first time in six years. -- AP

JAKARTA, KOMPAS.com - Towards Eid found leaflets offering services of domestic workers (PRT) infalan (substitute for a certain period) in various places, such as stuck in a tree, house walls, freeway walls, or ads in the newspapers.
Call it, the sentence following pamphlets: We Provide Replacement PRT Lebaran Holiday period, please contact Mr. / Ms ... or Confused Search PRT Substitute? Contact the Foundation ....
"This fact shows the reality of social demand for domestic workers, especially ahead of Idul Fitri," said Chairman of the National Network PRT Advocacy (Jala PRT), Lita Anggraeni, in Press Conference Reflection Lebaran 2010, Wednesday (09/01/2010) in Jakarta.
According to Lita, household chores, like washing and ironing clothes, parenting, making food, and clean the house, it was so important for a domestic life.
"Just imagine Lebaran later, when no one doing all the housework," he said.
For households that do not employ domestic workers, none of this would have a big impact because of all the household work done themselves. But, for those who employ domestic workers, their absence would increase household expenditure.
"For instance, for the period between two to four weeks, you have to find a replacement domestic worker wages above the regular wages of domestic workers. If you can not substitute for domestic workers, the expenditure to eat, wash, and the iron becomes greater," said Lita.
According to a survey Jala PRT in 2009, spending on domestic workers in households without a regular day (especially those with young children) can reach two to four times when a household's expenditures to employ domestic workers.
"From this survey, it was obvious PRT is contributing to the economic efficiency of household and public activities," he said.
Jala PRT noted, Jakarta is a city that employ domestic workers in Indonesia's most lots with 1.2 million people, followed by Surabaya, Medan 500,000 people and 200,000 people. (Kompas.com)
